Strategies for High-Quality Agricultural Development in Du'erbert Mongolian Autonomous County: An Evaluation Based on the AHP-Entropy Weight-TOPSIS Method

Abstract

To rigorously evaluate agricultural development quality in Duerbote Mongolian Autonomous County, Heilongjiang Province, we constructed a three-dimensional indicator system spanning production efficiency, ecological environment, and socio-economic conditions. Using a hybrid weighting approach that combines the analytic hierarchy process (AHP) with the entropy weight method, we integrated these weights into a TOPSIS model to dynamically assess annual data from 2019 to 2023. The results show a sustained improvement in agricultural development quality, with the composite score rising from 0.313 in 2019 to 0.705 in 2023. Among the three dimensions, production efficiency contributed most strongly to this improvement, accounting for 46.7% of the composite weight. At the indicator level, the share of output from agriculture, forestry, animal husbandry, and fisheries (11.63%) and per capita grain output (12.27%) emerged as the principal drivers. Nevertheless, ecological constraints remain salient: fertilizer application intensity and effective irrigation rate continue to limit further progress. These findings suggest that future gains will depend on industrial integration, green transformation, and coordinated urban–rural development.
